FOSCEP is required to pay per capita payments to our affiliate unions, the American Federation of Teachers (AFT), the AFT Pennsylvania (AFTPA), and the AFL-CIO on a yearly basis. These payments are regularly increased and are passed along to you. This money is used to assist AFT, AFTPA and AFL-CIO affiliates in defense of our members' rights, as well as for extraordinary legal expenses incurred defending our contract. We have a constitutional responsibility per the AFT constitution to pass along these per capita increases to you, currently our local is not in compliance with this document. The per capita increases we have missed amount to an increase of roughly $1.10 per paycheck for FOSCEP members and slightly less for fair share payees.
